0 or Off (default) = Disables the EXTEND role so that any user can register an external routine.

Your database system administrator (DBSA), by default user informix, uses the IFX_EXTEND_ROLE parameter to implement security measures that establish which users can register DataBlade user-defined routines (UDRs). This prevents unauthorized users from registering the external routines.
