'dbaccess' is an Informix program; I4GL is an Informix programming language, but there was never a version 5 of I4GL. There was version 5 SE and OnLine. On the face of it, you have a single-user system, so when someone else is using the database, you cannot also do so. Your problem is 'who else is using it'.
