The SQLSTATE is the bit that can't be done in IDS - there is an FR
(feature request) to be able to set SQLSTATE from within RAISE
EXCEPTION, but it needs some customer cases to get it any sort of
priority.
As others have said, you can easily create a procedure called
RAISE_ERROR that does the rest.
