There is a dbSchedu and two dbWorker threads running that prevent the sysadmin db from being dropped. A reboot just does that - reboots without rebuilding the sysadmin database. Stop the scheduler first, then you should have exclusive access:
Execute function task ("scheduler shutdown");

To drop the sysadmin database and rebuilt it from scratch run
the following:
As user informix
dbaccess sysadmin
execute function task("reset sysadmin");now exit dbaccess
NOTE: It is very important that you exist your current connection as
the database can not be rebuilt while you are connected to
the database.

Followed by this:

Gentlemen, Your assistance is greatly appreciated. We now have a successfully rebuilt sysadmin database and the dbSchedu and dbWorker threads started. We will see if this clears up our AUS issue. Thanks a bunch.
FYI,
The command reset sysadmin implicitly
does a shutdown before and a restart
after the command is run.
