tool for developing C/S applications

Hello, I need to choose urgently a tool for the development of a C/S application for PCs with Windows, and having an INFORMIX-OnLine Dynamic Server Version 7.10 on DEC OSF/1. For the start up phase, the system will have a centralized database on the Unix server and must support 20-30 simultaneous users. Users will supervise hundreds of daily contacts from the company customers that are registered and managed through the C/S application. Some users belong to a department dealing with telephone assistance. So the system must have a good interactive response time. User defined reports is also an important feature. I would appreciate some help on problems concerning connectivity (native routers and drivers, ODBC drivers), Windows integration, programming techniques and features, speed, etc. Thank you for your attention.
