warning:network down

Hallo! We try to create an new chunk by using onmonitor. When onmonitor starts up a warning appears : network down The create fails with "no permission to write to network or user unknown. Our environment is SOLARIS 5.6 -Informix Online 7.3 with oninit and dbaccess there are no problems. Do you have any idea? Please mail us!
