Your symptoms might suggest that for some reason you have longer than
usual checkpoints occuring peiodically. Have you check/calculated you
checkpoint durations and if they tie up with the busy spells?
Do you have heavy disk activity during the busy spells.
Alternatively, have you checked if you have any foreground writes?
