If you want the database dictionary definitions, try
dbschema -d <database name> <outputfilename>
without the <> brackets, natch. This will give you a file with all the SQL
database table, index etc definitions.
As for the data, I think you're SOL unless:
you have isql
you have a RDS-4GL dev system
the original app builder wrote dump programs
someone else has a bright idea??
If you get *really* stuck, I still have ISQL and R4GL/RDS for release 2.10
for unix floating around here somewhere. (Never throw anything away. I
even have a MSDOS 2.10 system on the shelf). Ask me and we might be able to
work something out, depending.
Don't really know if I should help a person migrate TO Oracle, though :-)
