Run-time licenses do not contain anything that does not exist in the development license. Maybe: If I install the 4GL RDS and ISQL development software, can I run the generated programs (forms, reports) without installing the run-time versions as well? To which the answer is "Yes", with a minor caveat - ISQL (Dev) distributes a program called 'isql'; ISQL (RunTime) distributes a program called 'isqlrt'. If your run-time environment is set up so it only works in the presence of 'isqlrt', you have to do some finagling to get things to work - or install the RT version after all.
