This would only be critical if your application repeatedly connects and disconnects to one or more databases, and if those databases are being accessed using the ipcpip mechanism, according to the 7.22 ESQL/C manual, which strongly implies that you are using an SE engine. If your program doesn't know what it is doing (eg because it is like DB-Access and the user controls what happens), then maybe you should be worrying about it. But if the program's normal mode of operation is to connect to some database, to do some work on that database, disconnect and terminate, it isn't necessary.
