Having the '19's hardcoded in isn't so bad; if the source code exists and is compilable, it should be plausible to write software to search for '19's and fairly accurately assess the extent of the "2000" damage. And it's probably conceivable to search the binaries for "19" and substitute "20." It has to be done carefully, but it's at least conceivable. Fixing code that doesn't have space for the "19" or "20" is a *lot* scarier. -- Christopher B.
