ASF_INIT_DATA error

Hi: When I am trying to startup my IDS 7.23 I am getting and error concerning the ASF_INIT_DATA. The log files says that the system has run out of semaphores. I have configured the system as required by the the ONLINE_7.2 file for SCO. Can anyone give me a clue of where the error can be? Thanks.
