JDBC -INFORMIX Connection problem

Dear Friends, I am trying to connect Informix 7.23.fc1 on dec alpha server with digital unix 4.0b. The JDBC driver is from vortex, this driver need to be link on our site. At the time of make it ask for 'NETLIB.A' which i am not able to fig out. I have checked informix lib, it does not rseide there. I will appreciate for you guys for any help on it.
