The end of the oninit -v may give some clue.
It says:
Initializing DBSPACETEMP list
Checking database partition index...FAILED
oninit: Fatal error in shared memory initialization
it does not say "initializing DBSPACETEMP....succeeded.
what's DBSPACETEMP set to?
Check your chunks..... maybe you lost a disk? Or maybe some of your
chunk perms are set incorrectly (660 informix informix)

what happened...
looks like you did not complete a restore properly.
What version are you using????
if >= 7.3 then you could try
onbar -r -e -p
(otherwise.... hum oninit -r.....)wait until the engine is in rec mode.
Then type onmode -m
WAIT UNTIL the engine is online; it will start clearing logs at that
time
of course you may be unlucky and have to rollforward a # of log.logs
instead of bringing the engine online using onmode -m
How is your backup created??????

I don't think the absence of temporary dbspaces causes Informix to fail.
Could be wrong though.
