On all VT-series terminals I know of, the sequence ESC> (escape followed by '>' character puts the terminal into "keypad" mode; ESC= puts into numeric mode for the keypad. I recall there being more than one "keypad" mode; a regular keypad mode (which does not affect the arrow keys) plus an application keypad mode. The above sequence should leave your arrow keys alone.
