restricting access with clever users

hi, i am running ODS 7.13UC4 on hpux10.01. I have found that by simply granting connect to all the users, any clever user who knows unix, and is playing with dbaccess, could simply create databases on my server. is there a way of controlling this? thanks, hkchan
