Maybe; I haven't used NE3. However, Access sucks, big-time. Try fetching
30K rows with around 40 columns into Access and see what happens. Dies,
big-time, on the machines I've used (Win95 with 64Mb RAM).
IMHO, there isn't yet any GUI client-side tool I'd bet a business on.
Delphi comes closest.
