It sounds as though your database programmers are doing what would usually be considered as at least part of the DBA's job. I'd probably call it a group of assistant/dbas-programmers reporting to a supervising DBA. It makes a lot of sense, especially if you have the supervising DBA responsible for data modelling and more global issues. It can enable the programmers to be either DBA's or much better programmers because of their insights into what's happening under the hood.
