As far as I know, the English language versions of Informix (and Oracle too, I believe) make no distinction between ASCII values <128 and >127. Thus, sorting is on the binary bit values. Now for the guess: National language versions of DBMS products may make attempts to sort the byte values >127 that represent accented characters and so forth into the normal sort order for those languages. This would be implemented by enhanced sort / order by modules, at the cost of some performance penalty. I know that I have read about this being done in the past, but I do not know whether current versions of DBMS products still do this.
