IDS 9.40.FC3: -25594: Shared Memory client failed to alert the database server for service

We are running IDS 9.40.FC3 on True64 Unix 5.1. 4GL applications occasionally throw the 25594 error message. The online log and the system logs don't show anything useful during the time the error occurs. I found a very old article (from 1999) covering this error on IDS 7.X. I don't think that anything explained there could help me now.
