This I think is down to a little know bug where you have to have the ability to "Act as part of the operating system" to allow this. Load up User Admin and select the user you want. Select Policies then User Rights. Tick "Show Advanced Rights" Click the upper box and select "Act as part of the operating system". Add the users you want. Click okay and exit. Now run Setup again.
