My question is: If exist a way to limit me only can create trigger(the trigger only read the data in important database, write data to another database) but can not delete/update/insert any data whitch stored in the important database. Can any one help?

I am not certain if you mean to restrict the trigger from all but one user -- which cannot be done -- or if you mean to allow only one user to create triggers. Only the table owner or a DBA can create a trigger on a table, however, there does not seem to be any way to prevent these users from creating a trigger. You can certainly revoke delete, update, and insert privileges on any table in the important database.
