Not quite. 'sqlexec' requires an UPPER case 'V' but isn't usually in
$PATH - 'dbaccess -v' returns the same info, but
'$INFORMXIDIR/lib/sqlexec -V' will also work.
A different way if you have 'root' password:
pg $INFORMIXDIR/etc/.snfile
which also allows you to see the order of intallation.
