Recovering .PER files

One of the members of our UK user group has been supplied with a system by a third party. Unfortunately the third party has now gone out of business and the customer only has the .FRM files for all of the forms. The .PER files have been lost. Is there any way that the .PER file can be recovered from the .FRM file? BTW - the customer is "hurting" on this one so any help would be much appreciated.
