No.
Something in your application requires more locks. You need to determine
what that is and how many locks it requires, then double or triple that
number. Locks do not use much memory.
200 Buffers - you are trying to run Informix in 400Kb (if 2Kb page, dont
recall your OS). How much memory, or spare memory, do you have on your
server? How big is your database? Buffers may be between 20000 and 400000
depending upon the available memory in your server - or may be even larger.
