With OpenLink, you can set up a "rule book" on the server that will allow you to specify (among other things) an SQL script to run upon the startup of each session. In this SQL script, you can do a "set pdqpriority" statement to enable PDQ. The rule book allows you to specify different SQL scripts (and other parameters) based upon host name, application name, user name, database, etc. I have used this feature to enable PDQ, set isolation levels and set lock modes for various ad-hoc query tools and other client-server applications.
