INSERT KEY problem

Problem: "INSERT KEY control-o" does not work as desired When "CTRL-o" (or any other CTRL-character combo) is hit, the line above is repeated instead of getting an inserted line. This worked correctly in original machine (AT&T 3b2) with I4GL2.X and now doesn't work with new machine(NCR3450) with I4GL4.X. Please e-mail any suggestions.
