undocumented user limit, HP10.10, 7.23

Has anyone else hit this? We just upgraded from 7.14 to 7.23 on an HP10.10 environment. Everything was going fine until the 33 user tried to get on, and they go an error. The NETTYPE looks like the following ( same as it was in 7.14) ipcshm,1,100,CPU Does anyone know what might be wrong?
