Is it by default Informix put some spaces at the end > of the report ? If you are referring to an ace or 4gl report, then the number of lines will be padded to the PAGE LENGTH. If you haven't specified a PAGE LENGTH in your OUTPUT section, then it will default to 66. Try setting it to one (1). If you still have problems, then try using a filter on the resultant file to get rid of blank lines.
