Did you try:
cdr delete server {server name}
This has to be run on every server.
You can drop the syscdr database as long as replication is stopped and
then run:
dbaccess $INFORMIXDIR/etc/dropcdr.sql
This will cleanup the cdr stuff from the sysmaster database.
