Once you mention this to Informix Tech Support they'll cite it as a potential cause of every subsequent problem until you fix it. The install order is quite plainly stated in the Installation manual, and it does state that development tools come before the engine. I have had some problems in my site with some of the utilities, e.g. tbmode/onmode -z, not working until a re-install was done, and I can confirm that, although you may get away with it for a while, an incorrect installation will eventually catch up with you.
