4GL home accounting stuff needed (2nd request)

I didn't receive anything significant with regard to my prior request, so I will post once again in hopes of some assistance ... 1) I am looking for some 4GL code or the such that will help me set up what I call a home-accounting system. Something that will manage the records of bills, utilities, etc etc... There MUST be something out there, or someone who would be able to point me in the right direction. 2) Is there an archive site that saves INFORMIX related pd applications, etc?
