Operating system error

Hi, my user is running Informix OnLine 5.03 on AIX4.1.?. When I try to drop logical log via tbmonitor, I get the following message: Operating system error:13 Cannot access configuration file, but it drop selected logical log, and everything else seems OK. When I try to change tape device via tbmonitor, the same message is displayed, but I am not able to change the tape. When I list $INFORMIXDIR/etc/tbconfig, owner and group are informix with following mode: rw-rw---. I am able to change the tape device by editing tbconfig (I can read and write tbconfig file). All actions mentioned above I run as user informix. Any idea?
