$$ looking for a WEB DATABASE PROGRAMMER $$

Hello, I am looking for someone to program a user-entry/password database system. The database involves "registered" users that will be able to change/edit their data, and "public" users (anybody) that will be able to search the data of the "registered" user. The database will contain info of multiple organizations in multiple universities. What I am interested in: 1) the function of userids/passwords, public users searching registere users data, 2) security -- no security leaks or loopholes 3) efficiency -- because of the large number of people that will be accessing the web page, I want the database system as efficient as possible. I am looking for all kinds of ideas and options on how to approach this.
