Art's ar2 compile failed

I try to install Art's utility ar2. $ make -f ar2.mkI get the following error: make: 1254-002 Cannot find a rule to create target RCS/ar2.c,v from dependencies. Stop. I compile on HP 11.11 and AIX 5L, and get the same error message.
