HELP URGENT - Do I need I-STAR & I-NET w/PB & modem only connections?

-- Please excuse my lack of knowledge about the products, but I'm attempting to justify a client/server app that is suppose to have PowerBuilder as the front-end and Informix as the back-end. When I began, it was thought that the users could use MILNET (undesirable) and now a commercial Internet provider is out of the question. So the only alternative is ISDN & Modems. Do I still need I-STAR & I-NET for PB to talk to Informix? I was under the impression that I-STAR & I-NET were only needed if I'm using some time of network/IP connectivity.
