Unauthorized to submit new software?

Hi folks, and mainly whoever is maintaining the Software Repository: I have been working on a package (and its documentation) of utilities that great simplify management and monitoring of DBspaces. I have the README and .tar.gz ready to go. (All written in Perl, BTW) But when I click the [submit] button, I get a 1-word page: Unauthorized. Anybody know why this is happening? Thank much for help here. To show my in-advance gratitude, this may be the shortest letter I have ever posted on IIUG. ;-) -- Jacob Salomon
