First thing I would try is to set DBDATE in your web.cnf (for datablade) file (I haven't tried this but it sort of makes sense) or in whatever configuration file (like where you set INFORMIXDIR and INFORMIXSERVER) that web connect uses. Second thing I would try (which I have done) is write some SPL that you pass a date (and maybe a format type) to and it returns the date formated as you like.
