What do I need?

Imagine the situation... I'm face with the possibility of installing an RS6000 c/w some apps including Informix SE. Up to 25 users will be accessing the database from DOS PCs using terminal emulators. No big deal so far. I need SE and any tools I fancy with a 17-32 user licence. Now suppose that I have to install a seperate unix PC on which a couple of guys want to do some 4GL development. They insist on working on a seperate box but with access to the live data on the RS6000. I need to install SE, tools and I-Net on this box with a 2-8 user licence right? Question is, do I need a 2-8 user or a 17-32 user licence for I-Net on the RS6000? Also do I need full development licences or run-time licences? (What's the bloody difference anyway?
