Fast recovery must rerun all the transactions that took place since the time of the last checkpoint, then roll back any of those transactions that were not committed before the system went down. If you have your system configured so that checkpoints are not happening very frequently, you must expect fast recovery to take some time. To get some idea of time between checkpoints, check your online log. Each checkpoint completed will ahve a message with a time stamp. The average time between checkpoints before the system went down can be derived from this. The longer the interval, the longer you should expect fast recovery to take.
