Web cgi tools for Informix 4.10

We are currently using 4GL, ESQL, VB with ODBC drivers, and C with our database using the 4.1 eng. We are looking for the best of all development worlds. Could someone suggest a development platform where we can not only re-use our code but also share the greatest number of functions, so we can stop making 3 and 4 functions for one task. Thanks
