IECC Server Discovery Failed

I have IECC installed on a Windows NT 4.0 Workstation. I am trying to connect to an Informix database running on an RS/6000 with AIX 4.3.1. Whenever I start the IECC console I get the message that "Server Discovery Failed". I can use Ilogin to connect to IDS. The SQL Editor when started on its own can connect. Server Agent is running on AIX, the environment variables appear to be set correctly, there is an entry in the hosts file for the server machine. I am missing something but I don't know what it is. If there is someone who has had a similar problem I would appreciate hearing from you. Thanks.
