antzz Did you install 4GL followed by IDS? if so all well and good, if not reinstall in this order. Have you made any kernel and O/S changes as specified in the machine notes (and then rebooted)? Check chunk ownership and permissions informix:informix 660. What does the message log say? Have you tried initialising using omonitor? It can catch silly config errors.
