Won't work if you don't have a database engine installed on the local
box. dbaccess is bundled with the engine, not with the tools. So if
you don't have an engine license for a client box, you can't run it on
the remote (client) server.

I know plenty of sites who do install IDS on the "remote" server precisely
so that they can use dbaccess in this way in a multi-tiered structure. No
database server is created nor is it intended ever that they will do so; the
product is installed simply for the dbaccess functionality.
I suppose technically that this might be a breach of the licence agreement
though I think it very unlikely that IBM would try to enforce it in these
circumstances.
