Are you using INPUT ARRAY or DISPLAY ARRAY? If so then by default the pageing keys are F3 & F4. If these are not working then check your termcap file. If you want to use the Paging keys on the keyboard then you would have to assign their return values to function keys in your termcap file. Then change these keys in 4GL using the OPTIONS command. Make sure that your terminal emulator caters for these keys. Some 'true' emulations do not!
