I know this seems wasteful, and it is, but you can also gain a little speed by interleaving which server returns the next results back to the client. Of course if the query didn't care about the order the records came back in you would have to somehow coordinate which records have been returned already (hash-table) and/or enforce a unique ordering for these global redundant cursors. So, the costs of having a global cursor are high but if a situation they are less than the costs of not having them then they make sense. So, not all cursors would automatically be global.
