alarmprogram

Was wondering if any one had used the ALARMPROGRAM parameter with any success. I currently have a script which will use the command line parameters have not had any use for the messages received. Also when an exception occurs the script will be called many times , is there an online parameter to delay the frequency of this? ( now I'm just controlling it with a timer ).
