I'm not sure it makes any difference whether your tblspace tblspace is fragmented. I can't think of any reason why it would really matter one way or the other. A tblspace tblspace is not something that would ever be sequentially scanned. That said, if you have 15 tblspace tblspace fragments of 50 pages each, it seems that you must have about 750 tables in the same dbspace. Couldn't you separate them out into more dbspaces?
