I think what you are looking for is some signs of server activity
to be the basis of the decision to reboot.
i.e a user who has forgotten to disconnect when s/he closed shop 5 hrs
ago is NOT active.
If that is so, and on the assumption that you are already executing your
reboot thru a cron-run shell script, you can add lines to it to examinine
the ONLINE log file's age.
Under normal operations, the log file cannot be older than CKPTINTVL
seconds, but if there is no activity it stays untouched, irrespective
of dormant connections.
Implementation : One way is to create a 'marker' file x minutes before
your planned shutdown. Then, prior to shutdown, if the log file is
NEWER (find option) than the marker, abort.

Guide)
