Doing a "construct" in SQL rather than 4GL

Folks, I know this is going to sound stupid, but I've heard that Oracle allows a similar function to a construct statment in their SPL query language. I was wondering if there is a similar function in the ISQL language. I doubt it; that's kinda what 4GL is meant for, but I thought I'd ask. Thanks for the help.
